How to count your units for the French packaging declaration

Count the packaged products you sold to consumers in France during the year, grouped by product family, and note whether you shipped them in your own shipping packaging.

Count the packaged products you sold to consumers in France during the year, grouped by product family, and note whether you shipped them in your own shipping packaging. Below 500,000 units a year that count is the whole declaration. Above it, you also declare the weight of each packaging material.

What a unit is

The French declaration counts consumer sales units. Léko's tariff defines one as a unit of packaged product intended for the final consumer. A box of six candles sold as one item is one unit; six candles sold separately are six.

With or without shipping packaging

The simplified tariff gives two prices for each product family: one without shipping packaging and one with it. For jam sold individually, for example, the 2026 figures are €0.0059 per unit without shipping packaging and €0.0247 with it. An online seller who packs the parcels uses the second column.

Five steps

  1. Export the orders delivered to France for the calendar year from your shop or marketplace.
  2. Keep the sales to consumers. Goods sold to a French company that resells them are usually that company's to declare: see who the producer is.
  3. Count units, not orders. An order of three items is three units.
  4. Group the units by the product families in your eco-organisme's tariff.
  5. Enter the totals. The declaration is filed once a year.

Minimums and invoicing

On Léko's 2026 tariff the minimum annual invoice is €95 excluding VAT, and a simplified declaration of fewer than 20,000 units is capped at €150. A contribution of €10,000 or less is invoiced once a year, by 31 March. These figures are Léko's; other eco-organismes publish their own.

Other product categories

Packaging is one declaration. Products in their own regulated category, such as clothing, toys or electricals, are declared separately to that category's eco-organisme, generally per item. Refashion, for clothing and footwear, has a simplified declaration below 5,000 items a year.
