We are not a neutral party
EPR France Rep is one of the providers in this market. A "best of" list written by a provider ranks its author first — that is the normal failure of this page type, and it is the reason we do not publish a ranking at all. What follows is the decision framework and the published facts. Every number lives on the market data table, which is re-fetched daily with a public run log and a source link on every row, so you can check us against the providers' own pages instead of taking our word for it.
First, the test a provider has to pass
This is not a preference. Article L. 541-10-9-1 requires a producer not established in France to appoint, by written mandate, a person established in France, and that mandataire is subrogated in the obligations it accepts. Légifrance Three consequences, and they disqualify more offers than any price comparison:
- Established in France. Not "serves France", not "EU-wide coverage". A provider established elsewhere cannot be your mandataire, whatever the package is called. Ask for the registered entity and its registration number in writing — of every provider, including us.
- A written mandate. A tick-box during onboarding is not the document the article asks for.
- Subrogation. If the contract keeps the obligations with you and sells "support", it is not this. Representation without the declarations does not exist.
An eco-organisme membership is a different thing again, and you need both. The eco-organisme collects and recycles and is paid eco-contributions for it; the mandataire is the party legally able to hold that membership and file for you. Neither replaces the other.
Five checks that actually separate providers
- Is the first-year total published, or only an entry price? An entry price is not a cost. Several providers publish a number that is real but partial — setup, per-declaration fees or a deposit land later. The column that matters is what year one totals.
- What happens to the eco-contribution? It is a pass-through to the eco-organisme. Ask whether it is charged at cost or with a percentage on top; a percentage compounds as your volume grows and is invisible in an entry price.
- How many streams does the price cover? Most producers are in more than one. A price "per stream" and a price "for up to three" are not comparable numbers.
- Is registration and the IDU included, or billed separately? Both models exist and both are legitimate; what matters is knowing which you bought.
- Is there a deposit, and is it published? Deposits are normal in this market. An unpublished deposit policy is not a red flag by itself — it is simply a number you do not have yet, and should ask for.

Where we are not the answer
Stated plainly, because a page that finds itself best at everything is not worth citing:
- Multi-country coverage. We do France. If you need five countries from one contract, buy that instead.
- Very large or complex catalogues where the producer question itself is contested — that is scoping work, and a published plan is the wrong instrument for it.
- Ranking ourselves. We publish our prices and the comparison; we do not tell you we won it.
How to use this in a procurement process
Send every provider the same five questions from the checks above, in writing, and ask for the registered entity and registration number with the answers. Compare the replies against the published table. Where a provider's own page contradicts its reply, the page is dated and sourced and the reply is not.

Two providers with the same entry price can differ by thousands over year one.
Can I switch EPR representative without losing my IDU?
The identifier belongs to the producer, not to the representative, and is tied to eco-organisme membership rather than to any provider contract. In practice the question to settle before you sign is who files the next declaration and on what date, so nothing falls between the outgoing and incoming mandataire. Ask both, in writing.
Does a French EPR representative have to be established in France?
Yes. Article L. 541-10-9-1 requires a producer not established in France to designate by written mandate a person established in France. A provider established elsewhere cannot be your mandataire regardless of how the service is packaged, so ask for the registered entity and its registration number in writing.
