French EPR representative for Shopify and WooCommerce stores

On your own store no marketplace stands between you and French law: the first parcel to a French customer makes you the producer.

Quick answer

If you ship to French consumers from your own online store (Shopify, WooCommerce, PrestaShop or any other) and have no establishment in France, you are the producer for French EPR from the first parcel. No platform carries any part of it for you. Since 10 July 2026 you need an authorised representative established in France (article L. 541-10-9-1), an eco-organisme membership and an IDU for each stream, shown in your terms of sale and on your website. EPR France Rep handles all of it: Standard €190 a year for one stream; Plus €990 a year, with a median saving of €1,071 a year in eco-contributions across our published examples, for up to three. Setup is €0.Légifrance

Your setup

Who is the producer in your setup?

Shipping from outside the EU

You sell directly to the French consumer: you are the producer for the product and for the parcel it travels in.

Shipping from an EU warehouse or 3PL

The 3PL stores and ships; it never buys your goods. Its parcels to French customers are your sales.

Shipping from a French 3PL

Still your sales, and the warehouse does not make you established in France: you need a representative. See does a French warehouse make me established?

Store plus Amazon or Zalando

One IDU per stream covers your website and every marketplace.

Selling to several EU countries

Each country keeps its own register. We cover France, and Germany's packaging representation for €149 a year.

A French retailer buys your goods

The retailer is the producer for what it buys and resells. Your direct store sales stay yours.

The rule

Do we need it?

Does Shopify or WooCommerce handle French EPR for us?

No. They are store software, not marketplaces: French law places the obligation on the seller. You register through your representative and display your IDU yourself.

Is there a threshold for small stores?

No. The obligation starts with the first parcel to a French consumer; what changes with volume is the cost. See the small store example.

Is a French representative compulsory for a company based outside France?

Yes. Since 10 July 2026, article L. 541-10-9-1 of the Environmental Code requires every producer not established in France, inside or outside the EU, to appoint a representative established in France by written mandate, for every EPR stream. The representative is subrogated in your obligations: it holds your memberships, your IDUs and your declarations. You remain the producer, and the eco-contributions remain yours.

Your parcels and your website

Packaging, labels and the IDU

Is our shipping box household packaging?

Yes. Every parcel to a French consumer is household packaging: the box or mailer, the filling and any polybag, declared by weight and material plus a per-unit part. It is the stream online brands most often forget when they register only their product.

Do our parcels need the Triman logo?

Household packaging sold in France must carry the Triman logo with a sorting instruction, printed or on a sticker, and one label can cover a shipping box and its filling. See Triman and the sorting label.

Where must the IDU appear?

In your terms of sale and on your website, for each stream (article R. 541-173), and you must give it to any buyer who asks (article L. 541-10-10).

Your setup

Warehouses, channels and countries

Our stock is at a fulfilment centre or 3PL in France. Does that make us established there?

No. A warehouse, a 3PL or an Amazon fulfilment centre is someone else's premises run by someone else's staff, not an establishment of your business. What French stock does mean is that its parcels to French customers are your sales, so you are the producer. See does a French warehouse make me established?

We have a French VAT number. Does that make us established in France?

No. French tax law itself treats companies with a French VAT number as foreign companies not established in France. You still need a French representative. See VAT number and establishment.

Do we need a separate IDU for each marketplace?

No. The IDU is issued to your company per stream, not per marketplace. The same identifier goes into Amazon.fr, Cdiscount, ManoMano, TikTok Shop, Zalando and your own website. What you need is one IDU per stream: a speaker with a built-in battery needs three (packaging, electrical equipment, batteries). See several IDUs.

We sell to many EU countries with Shopify Markets. Does one registration cover the EU?

No. Each country keeps its own register and its own number. France needs its own IDUs; we also cover German packaging representation for €149 a year, added to any plan.

Getting registered

Data, cost and timing

What data do you need from our store?

Your order export for France: units sold per product, and the packaging used, by material and weight. You send it for each declaration; we prepare and file it.

What does it cost?

Standard costs €190 a year for one stream. Plus covers up to three streams: Plus €990 a year, with a median saving of €1,071 a year in eco-contributions across our published examples. Setup is €0 and there is no deposit. Eco-contributions are paid to the eco-organismes at their published rates, with 0% markup. You see the full price on the pricing page and can order online the same day.

How long until we have our IDUs?

Once the memberships are filed, the eco-organismes register you and ADEME issues one IDU per stream, typically within one to three weeks.

How often do we declare, and who files?

Most streams declare once a year, for the previous year's sales, on each eco-organisme's own calendar; some ask for more frequent declarations above certain volumes. You send your sales figures; we prepare and file each declaration.

What happens if we are not registered?

Marketplaces selling to French customers must check that their sellers hold an IDU for each stream (article L. 541-10-9) and deactivate listings without one. Article L. 541-9-5 provides fines of up to €30,000, and up to €7,500 per unit or tonne for a company.
