French EPR for companies established elsewhere in the EU

Being registered at home does not cover France. Since July 2026, French law requires EU companies to appoint a French representative too.

An EU company without an establishment in France that sells products in scope directly to French customers is the producer in France. Since 10 July 2026, article L. 541-10-9-1 requires it to appoint a French EPR representative — a national rule that applies regardless of the EU debate on PPWR authorised representatives.
