Under the 2026 law the representative is subrogated in the EPR obligations covered by the written mandate: memberships, identifiers and declarations are handled in France on your behalf.

No. Eco-contributions follow each eco-organisme's public tariff. Our service fee is set by the plan and published: €190 a year on Standard for one stream, €990 a year on Plus for up to three, with a median saving of €1,071 a year in eco-contributions across our published examples.

Amazon.fr, Cdiscount, ManoMano, Fnac and other platforms operating in France request sellers' IDUs because article L. 541-10-9 of the Code de l'environnement puts the EPR obligations for products sold through a marketplace on the marketplace itself, unless the seller already covers them. Asking for your IDU is how a platform establishes that you do.

If you are not established in France, yes. They are different layers: the eco-organisme is the scheme that collects and recycles and that you pay eco-contributions to, and the mandataire is the France-established company legally allowed to hold that membership and file your declarations. A producer established in France needs only the eco-organisme.

Only if your company is established in France. Since 10 July 2026, a producer not established in France designates a mandataire established in France by written mandate, and the membership and declarations are held through it.

Because since 10 July 2026 the membership has to be held by a mandataire established in France. Nothing is re-registered: your identifiers stay valid, your declaration history stands, the contributions you have paid are not paid again, and the membership moves under the mandate.

Both are approved for household and professional packaging, so it is a real choice. Their tariffs and eco-modulation differ by material, so compare against your own materials and tonnages rather than defaulting to the better-known name.

You decide, with our advice. If you already belong to one, you can stay with it; on Plus we compare all approved schemes for your streams and review the eco-modulation. Either way you stay the producer and the choice is yours to approve.

There is a service fee that a French-established company would not pay, and the eco-contributions are the same either way when they are passed through at cost. For a producer not established in France, going direct is not an available option to compare against — it stopped being one on 10 July 2026.

Not if your company is not established in France. Since 10 July 2026 the eco-organisme membership and the declarations have to be held through a mandataire established in France. You still produce the underlying data — tonnages, materials, quantities — and the mandataire checks and files it.

It is usually translated as authorised representative, but that phrase also covers two other roles, under the EU packaging regulation and EU product safety rules. The French legal term is mandataire, and that is the role French EPR requires.

The law sets the scope by what the mandataire accepts in the written mandate: it is subrogated in those obligations and is the party pursued for a late or incorrect declaration. So a mandate that excludes the declarations leaves them with you while your name sits on someone else's paperwork — which is why we do not sign one, and why you should read the scope clause of any mandate you are offered.

No. Your identifiers stay valid and your declaration history stands. The membership behind them is transferred to a mandataire; nothing is registered again from scratch.

One written mandate can cover every French EPR stream you fall under, with one membership and one identifier per stream. You decide which streams the mandate covers.

No. A representative appointed under the EU packaging regulation in another member state, or a responsible person under EU product safety rules anywhere in the EU, does not satisfy the French requirement — which is national, covers all streams and requires establishment in France.

It depends on who buys. If your French customer resells the goods, that customer is the producer and you need no representative. If your French customer uses the goods itself, you are the producer in France and need a representative.

For packaging there is no general minimum: one parcel sent to a French customer can make you a producer. Some eco-organismes offer simplified flat-fee regimes for small volumes, but registration still applies.

Not the French requirement. It comes from national law (article L. 541-10-9-1, in force since 10 July 2026) and applies independently of the EU packaging regulation debate.

If the distributor buys your goods and resells them in France, it is the producer by law. Put the split of roles and the packaging weight data it needs in your supply contract.

The EU sets EPR rules for packaging (Regulation (EU) 2025/40), electrical and electronic equipment and batteries, but each member state runs its own registers and schemes. Registering in one country does not cover another, and France adds national streams such as furniture, toys and DIY products.

Yes. It has applied since 10 July 2026, the day after law n° 2026-602 was published in the Journal officiel.

Yes. It applies to every producer not established in France, including companies established elsewhere in the EU.

The law requires a natural or legal person established in France acting under a written mandate. We found no separate licence or accreditation requirement.

Yes, for household products under an EPR scheme, including household packaging except glass beverage packaging. The logo must come with sorting instructions (Info-tri). For electronics and batteries the crossed-out wheelie bin can replace the logo, but not the sorting instructions.

No. Article L. 541-10-9-1 contains no minimum volume, turnover or de minimis threshold. The duty follows from being subject to EPR at all, which comes from placing covered products on the French market. Low volumes can reduce what you pay an eco-organisme through flat-rate tariffs, but they do not remove the obligation.

No. The IDU is specific to Extended Producer Responsibility and to one EPR scheme. It is unrelated to VAT or company registration numbers.

Professional (B2B) packaging is a separate scheme from household packaging, so it requires its own membership and identifier.

An IDU follows membership of an approved eco-organisme or an approved individual system. In practice most producers join a collective eco-organisme.

The operational start is 1 January 2027, after postponement from 1 July 2026. Companies are expected to join an eco-organisme before 31 December 2026.

Citeo Pro, Léko Pro and Twiice are approved for the professional packaging scheme.

No. Professional packaging is a separate scheme with its own membership, declarations and identifier.

If the French customer uses the goods itself, the exporter is the producer in France and needs a French representative. If the customer resells them, the customer is the producer.

The scheme becomes operational on 1 January 2027, moved from 1 July 2026 by the Ministry's announcement of 28 July 2026. ADEME asks producers to join an approved eco-organisme before 31 December 2026.

It depends on which eco-organisme you join, which is unusual and worth checking. Twiice publishes a first declaration before 28 February 2027, on estimated volumes for the year, with invoicing from 1 March 2027. Citeo Pro states it is still awaiting clarification on declaration arrangements. Léko Pro has published no first-declaration calendar. Verified at source on 20 September 2026.

For transport, service and primary-production packaging the producer is the manufacturer, importer or distributor of the packaging itself — not of the product inside. For sales and grouped packaging it is the manufacturer, importer or distributor of the packed product. One company can therefore be the producer for some of its packaging and not for the rest.

No. ADEME states that packaging already belonging to another EPR scheme is not taken into account in the professional packaging scheme.

Eco-contributions apply to packaging placed on the market from 1 January 2027 and nothing is retroactive, so there is no 2026 charge to avoid. What the 2026 window is for is membership, which ADEME asks to be in place before 31 December 2026, and the identifier, which Citeo Pro says will not be issued before 1 January 2027.

No public authority ranks them. ADEME accredits eco-organismes and publishes that list, but choosing a mandataire is left to the producer. The useful question is which provider fits your profile: how many streams you have, whether you need a published price or a scoped quote, and whether you need France only or several countries. We are one of the providers in this market, so we publish the comparison and the sources rather than a ranking.

Not automatically, and entry price is the wrong number to compare. What matters is the first-year total, whether registration and the IDU are included, how many streams the price covers, whether the eco-contribution is passed through at cost or with a percentage on top, and whether a deposit applies. Two providers with the same entry price can differ by thousands over year one.

The identifier belongs to the producer, not to the representative, and is tied to eco-organisme membership rather than to any provider contract. In practice the question to settle before you sign is who files the next declaration and on what date, so nothing falls between the outgoing and incoming mandataire. Ask both, in writing.

Yes. Article L. 541-10-9-1 requires a producer not established in France to designate by written mandate a person established in France. A provider established elsewhere cannot be your mandataire regardless of how the service is packaged, so ask for the registered entity and its registration number in writing.

Start with whether you need one at all for those products: the duty is deemed satisfied where a person established in France within the meaning of article L. 541-10-9 already ensures the obligations, which is the position a marketplace established in France can be in. Run the scope check first. If you do need a mandate, the marketplace-relevant criterion is how fast the IDU is issued, because that is the field the platform asks for.

Published models differ — a flat plan, a fee per stream, a percentage of the eco-contribution, or quote-only — and a quote often merges the service fee with the eco-contributions it passes through. Ask for the two layers separately, and for the first-year total rather than an entry price.

No. Eco-contributions follow the eco-organisme's public tariff. What can differ is the choice of eco-organisme where several are approved, and the accuracy of your declared weights and materials.

Many eco-organismes offer flat-rate regimes for small quantities, so the minimum is typically a small flat contribution per scheme plus the representative's service fee.

No. As of 15 September 2026 the suspension has not been adopted; the requirement applies as written.

No. Under the PPWR a representative is appointed per member state; there is no single EU-wide representative.

If you are subject to French EPR and not established in France, yes: the French requirement is national law and applies independently.

No. The declaration of conformity and the technical file are packaging product obligations that sit with the manufacturer and the importer under Regulation (EU) 2025/40. An EPR representative handles registration, declarations and eco-contributions in France. You need both.

Plans are chosen for the calendar year before the service starts and can be changed at renewal. If a second stream starts during the year, the extra work is scoped and priced separately. Choose using your expected full-year sales.

Plus. Standard covers one EPR stream, which for most sellers is household packaging. If you also sell textiles, electronics, furniture or another product with its own stream, Plus covers up to three, with eco-contribution optimisation that often lowers what you pay the eco-organismes.

Plus Pro, whenever you deliver to businesses as well: professional packaging (EPRO), professional equipment or another professional stream. It covers your consumer and business obligations together, up to three streams in total.

No. Your memberships move under our mandate and your IDUs stay valid. Contributions already paid for the year are not paid again.

Yes. Your plan covers the calendar year you join in, to 31 December, whatever the date you start, and renews on 1 January. There is no pro rata.

It depends on the eco-organisme; we file on the day we have your details. Léko (household packaging): a few working days after its invoice is paid, about a week in our recent cases. Ecologic (electricals): about 72 hours after the membership contract is signed. Refashion (textiles): about 15 working days after its invoice is paid. These are their timings, so we cannot guarantee them.

Setup: €0. Annual fee: €990 for Plus, with a median saving of €1,071 a year in eco-contributions across our published examples, which covers both streams together (up to three); it is not a fee per stream. Registration, IDU issuance and the annual declarations are included, and so is the written mandate required by article L. 541-10-9-1. There is no deposit and no other fee from us. Eco-contributions are separate, at the eco-organisme's published rate with 0% markup.

No deposit and no security. The plan is annual and runs for the calendar year; it renews on 1 January unless you cancel in advance, as set out in our terms. Eco-contributions for the year are prepaid to us as an advance, estimated from your figures, and passed on to the eco-organisme at cost; any surplus is carried forward.

You can always ask us for a written quote, but you do not need one. Our prices are fixed and published, so nothing is added at the quote stage: what you see on this page is what you pay, and your invoice states the same amount. We prefer simple, transparent pricing upfront, with no surprises. Custom is the only plan priced on request. There is no separate self-service tier: Standard, at €190 a year for one stream, already includes the declarations.
