We sell clothing into France. What does French EPR require?

Yes, you need a French authorised representative, and two streams apply: textiles, linen and footwear (Refashion) and household packaging (Citeo or Léko).

Yes, you need a French authorised representative, and two streams apply: textiles, linen and footwear (Refashion) and household packaging (Citeo or Léko). It makes no difference whether you sell from your own Shopify or WooCommerce store, through Amazon.fr or Zalando, or both: article L. 541-10-9-1 makes the representative mandatory since 10 July 2026 for any brand not established in France. EPR France Rep covers both streams in one mandate with Plus, €990 a year with €0 setup, with a median saving of €1,071 a year in eco-contributions across our published examples, and delivers one IDU per stream. Eco-contributions go to Refashion and the packaging eco-organisme at their published rates, with 0% markup. Refashion charges per item, with a basic rate below 5,000 items a year and bonuses for durable or recycled products. Since 1 September 2026 a malus applies to ultra-fast-fashion ranges.

What it costs

Plus is €990 a year for both streams (it covers up to three), with a median saving of €1,071 a year in eco-contributions across our published examples, with no setup fee and no per-item fee. Eco-contributions are separate and paid at the official rate.

Lower eco-contributions with Plus

We help clients cut their eco-contributions substantially. With Plus, many products in this stream carry a lower official rate than the basic rate. Across our 38 published examples for this stream, the saving is €870 to €1,228.20 a year, with a median of €1,064.

  • Women's T-shirts, 2,000 a year: €1,159.80 at basic rates, €64.60 with Plus. Saving: €1,095.20.
  • Women's trainers, 2,000 a year: €1,282.80 at basic rates, €226.80 with Plus. Saving: €1,056.
  • Towels, 2,000 a year: €1,305 at basic rates, €113 with Plus. Saving: €1,192.

What is included

  • The written mandate: we act as your representative established in France.
  • Refashion and packaging memberships, held in your name.
  • Two IDUs, for your website, your terms of sale and your marketplace accounts.
  • Product coding of your range and the declarations, prepared and filed for you.
  • Your client portal with tasks, documents and deadlines, and support by email.

What happens after you order

  1. You pay online and land directly in your client portal.
  2. In the portal you sign the mandate, add your company details and name your streams.
  3. We join Refashion and the packaging eco-organisme in your name.
  4. ADEME issues one IDU per stream, typically in one to three weeks.
  5. You send your sales figures; we file the declarations.

Refashion in practice

  • Membership, then a declaration of items placed on the French market by category, yearly.
  • Under 5,000 items a year: basic rate, no eco-modulation.
  • Above: detailed declaration by product type and size, with eco-modulation bonuses for durability, recycled content and repairability, and since September 2026 a malus for ultra-fast-fashion practices (very wide ranges, very frequent new offers).

Packaging on top

Every parcel is household packaging: polybags, mailers, boxes, by weight and material, plus the per-unit part. This is the stream most fashion brands forget when they register only with Refashion.

What we do

One mandate for both streams, Refashion and packaging memberships, the two IDUs, product coding of your range once, and declarations from your sales data. If your range risks the fast-fashion malus, we tell you before you declare.

Frequently asked questions

Do accessories and bags count as textiles?

Clothing, household linen and footwear are in scope. Bags and accessories fall under other streams or none, depending on the product; we check your range.

We sell through Zalando. Do they check IDUs?

Yes. Marketplaces operating in France request the textiles and packaging IDUs.

Does the fast-fashion malus apply to us?

It targets very wide ranges with very frequent new offers. Most brands are not affected; we assess your range against the criteria.

We only sell from our own Shopify store. Does French EPR still apply?

Yes. Without a marketplace you are still the producer from the first parcel, and your IDUs must appear on your website. See French EPR for online stores.
