Three eco-organismes are approved for professional packaging, all on 5 June 2026: Citeo Pro, Léko Pro and Twiice. Joining any of them discharges the obligation, so the choice is commercial — tariffs by material, the materials each covers well, and the service around declarations — not a question of which one is valid. There is also a second route that applies to a narrow case: ADEME lists three approved individual systems, all pallet pooling operators, and if your professional packaging is pooled pallets already circulating in one of them, the obligation may be carried there rather than by a membership of your own.Sources (5)

The three eco-organismes
ADEME records that on 5 June 2026 three eco-organismes were approved to run the professional packaging scheme. A fourth line matters for one sector: Citeo Pro has been approved for catering packaging since the narrower scheme began in March 2024, which is why some restaurant suppliers already have a membership.

All three are approved by the state for the same scheme. None of them is the default and none is the safe choice in a legal sense — an approved eco-organisme is an approved eco-organisme.
How to actually choose
Since legality is not the differentiator, the comparison is on four things:
- Tariff for your materials. Contributions are per tonne by material, and the three publish their own scales. A business shipping mostly wood pallets and one shipping mostly stretch film will not get the same ranking.
- Modulation. Contributions can move up or down on environmental characteristics — a prime for good ones, a pénalité where a product has features the scheme penalises. Which behaviours are rewarded differs.
- What else you need. If you are also in household packaging, keeping the group aligned — Citeo with Citeo Pro, Léko with Léko Pro — can simplify declarations, though the memberships stay separate.
- Declaration mechanics. Frequency, portal, and what evidence they ask for.
We do not rank them and we take no commission from any of them: we pass eco-contributions through at the scheme's published tariff with no markup. The calculator holds the published tariffs so you can compare on your own materials and weights rather than on a brochure.
The individual-system route, and its limits
Joining an eco-organisme is not the only lawful route. ADEME lists three approved individual systems for this scheme:

All three are pallet pooling operators, and that tells you what the route is for. Pooled pallets circulate and return rather than being placed once and discarded, so the system that owns and manages the pool can carry the responsibility for them.
What it does not do is cover the rest of your packaging. If you ship on pooled pallets but also place your own cartons, film, straps, interlayers or drums on the French market, those are yours and need a membership. The honest check is to ask the pooling operator, in writing, which of your packaging its approval covers — and then deal with everything else separately. It is worth doing before paying twice for the same pallets.
If you are not established in France
One step comes first. Article L. 541-10-9-1 requires a producer with no French establishment to appoint a representative established in France by written mandate, and the eco-organisme membership is then held through that mandate. So the order is mandate, then membership, then the identifier — set out in what to do before 1 January 2027. ADEME asks for the membership to be in place before 31 December 2026.
Before you join anything
Confirm you are caught. Professional packaging is divided from household packaging by the arrêté of 2 December 2025, and the division follows the packaging rather than the customer — most online sellers shipping to consumers stay in the household stream. Work it through in household or professional packaging, and check who the producer is in who is the producer for professional packaging.
Frequently asked questions
Can I join more than one eco-organisme?
You can, and larger producers sometimes split materials between schemes. For most companies it adds declaration work without saving money. One membership covering all your professional packaging is the simpler position unless you have a specific reason.
Can I change eco-organisme later?
Yes. Memberships run on contractual terms and producers do move. Check the notice period and make sure the new membership starts as the old one ends, so there is no gap in which you are placing packaging on the market uncovered.
Our pallets are pooled. Do we need anything at all?
Possibly not for those pallets, if they circulate in an approved individual system. You almost certainly do for everything else you place on the market — film, straps, interlayers, cartons, drums. Ask the pooling operator in writing what its approval covers.
Is Citeo Pro the same as Citeo?
Same group, different schemes. Citeo runs household packaging and graphic paper; Citeo Pro is approved for professional packaging. Being a Citeo member does not enrol you with Citeo Pro — you join separately.
