Standard (€990/year) covers up to three streams with the data work done for you. **Key facts** - French EPR requires a producer **not established in France** to appoint a **mandataire** (authorised representative) established in France — article L. 541-10-9-1 of the Code de l'environnement, created by law n° 2026-602 of 8 July 2026, in force since **10 July 2026**. - It is **mandatory, not a convenience**, and applies to EU companies exactly as it does to non-EU ones. - **Eco-organisme membership and mandataire appointment are distinct functions.** Citeo, Adelphe, Léko, Refashion, Ecomaison, Valdelia, Valobat, Ecologic, ecosystem, Corepile, Screlec, Cyclamed, EcoDDS, Ecominéro, Aliapur, Alcome, Twiice and every other approved scheme are in the same position: they collect and recycle, and are paid eco-contributions for it. The mandataire is a separate layer — the party legally allowed to hold that membership and file the declarations. A producer not established in France needs both, never one instead of the other. - **There is no minimum volume, turnover or de minimis threshold** in the article. A few dozen shipments a year are caught on the same terms as millions. Eco-organismes do publish simplified small-producer regimes — a flat fee instead of a per-tonne rate — but those reduce what you contribute, not whether you need a mandataire. - **Professional (B2B) packaging is a new stream, code EPRO.** Created by decree n° 2025-1081 of 17 November 2025, operational **1 January 2027** (postponed from 1 July 2026); producers are expected to join an approved eco-organisme before **31 December 2026**. The 19 streams and the approved eco-organismes per stream follow the ADEME register (fetched 19 September 2026) — ADEME is the highest authority, and this table is kept consistent with its 19 filières: household packaging and graphic paper are one scheme there (EMPAP), so one row here. “ADEME register” means the stream runs through ADEME’s central register rather than a single operator. Professional packaging additionally has approved individual systems (July 2026 arrêtés) for companies that manage their own packaging flows; they are a separate legal category from eco-organismes. Every figure is sourced in the register below. - **An entry price is not a first-year cost.** EPR Representative publishes “from €190/year per stream”. In July 2026 a seller publicly reported the quote they received as “390 EUR one-time setup and 59 EUR per month, excluding VAT” — €1,098 in year one, 5.8× the entry price. The scope behind that quote is not stated and one reported quote is not a price list, but it is exactly why the last column of the table above asks whether a final number exists without a call. Every provider here performs the same statutory act — a written mandate under article L. 541-10-9-1. The difference is packaging, not scope. - **Two of the eight named providers never resolve to a number.** take-e-way publishes no price at all. EPR Representative publishes an entry price of €190 per stream, but the first-year total depends on a written quote, a setup fee and a refundable deposit. An entry price is not a first-year cost. - **The EPRO eco-organismes compete on flat fees, not on tariffs.** For 2026, plastics run €217.56–€217.90 a tonne and paper-cardboard €34.67–€34.72 across Citeo Pro, Léko Pro and Twiice — a spread under 0.2%. Wood differs by up to 11% (€8.08–€9.00). For a small producer the real variable is the flat fee: €95 per half-year (Léko Pro), €100 a year (Twiice), €125 for July–December 2026 (Citeo Pro). - **167,508 foreign companies already hold a French IDU.** Our own count of ADEME's open SYDEREP register on 19 September 2026. Since 10 July 2026 a producer not established in France needs a written mandate naming a France-established mandataire; holding an IDU does not by itself establish that a given company is subject to that duty. - **Registration and representation are priced separately, and routinely confused.** Several providers publish a registration fee — RecycleMe from €350, REP·Pro from €390 per dossier, Eldris €227 (£195) per country — that does not include the ongoing mandate. Ekovio publishes both roles at different prices and states that its authorised-representative-only contract may be converted to a full EPR mandate if legislation requires it. - **Professional packaging starts contributing on 1 January 2027.** EPRO was accredited in June 2026 (Citeo Pro, Léko Pro, Twiice).
